Roundtable B-5-4/1. Service-oriented trend in Russia’s economy as part of a new agenda of the industrial policy

Issues for discussion:
Multiple definitions of service-oriented processes and trends reflect the rapid growth in the diversity of services and the dynamic nature of business models of industrial companies. At our round table, we propose to discuss the service-oriented trends in a broad sense and define them as a phenomenon in industrial production, where industrial companies not only buy and produce more services than before, but also sell and export more services as part of their integrated activities, while their business model, as a rule, is subject to transformation and re-positioning in value chains.
• The phenomenon of service-oriented processes in the industrial sector has been discussed in the business literature for over 30 years, however, these processes are still not among the trends of industrial policy. Aren’t we missing something important when we follow the hype of digitalization, Industry 4.0 and other debated topics?
• The service-oriented models affect industry along the entire value chain. How to combine internationalization and sovereignty of services in the value chains and at the same time meet national goals of the industrial development?
• The Russian service sector lags behind in terms of its global competitiveness. How to consolidate industries and services lagging behind in terms of competitiveness so as to contribute to creating strong production capacities? What are the key barriers and risks for service-oriented processes in the industry?
• What kind of service-oriented processes are mostly needed for the Russian industry? Is it possible to identify the areas of “quick wins”, i.e. the types of services that can be quickly and massively launched in the industry? What can be proposed by the industrial policy to this end? How to do it "inexpensively" in the new conditions?
• How could the priority of service-oriented processes fit into the current industrial policy agenda? How should the service-oriented policy fit into the current agenda? Will it be necessary to redistribute the powers of federal executive bodies and development institutions?

Emissions of greenhouse gases in one part of the world can affect the global atmosphere overall, affecting places far away, making this not just a regional issue but also a worldwide one.
The process of de-carbonation is not only important for environmental transformation, as it also determines the social agenda and the principles for managing business. New technologies are a key part of this process. Nevertheless, not all of the necessary technologies are in place that can achieve carbon neutrality through equalizing and absorbing carbon emissions.
The current geopolitical situation and the restrictions in place through sanctions can affect access to those technologies necessary for solving global environmental problems. The implementation of “green” social obligations require co-operation with suppliers and a wider range of interested parties so that various sectors can diversify their supply chains, while also combatting the deficit of technologies caused by shrinking imports. At this session, we will discuss the measures that Russian business can undertake under these new conditions to implement the best and most accessible globally available technologies in the most economic and effective way possible.
Owing to the challenging international situation and limited access to foreign technologies, how can the worsening environmental situation and possible technogenic catastrophe be averted?

Process science, as introduced in a keynote at the BPM 2020 Conference in Sevilla for the first time, is an exciting new field of science, which is about the interdisciplinary study of processes aiming to understand, influence and design the evolvement of processes.
All happens through processes, and all happens in processes: Organizations work through processes, our lives unfold in processes. Processes are sequences of action and events which take effect over time and in context. They guide our every-day activities, and they dynamically change over time. Processes inevitably make an impact on our society and environment, which, in turn, constrains our actions in processes.
So far, processes have been investigated from the lens of single disciplines, such as computer science, management science, organization science, engineering science or cognitive science. We cannot rely on a single discipline if we want to obtain a full picture of processes. We need to bundle and synthesize contributions, theories and methods from multiple disciplines, and this is what process science intends to accomplish. Process Science shall provide the opportunity to accumulate interdisciplinary knowledge on processes in order to make a real-world impact.
The talk explains why it is timely and important to establish process science as an individual field. Also, a theoretical foundation for process science is provided, specifically drawing from strong process ontology, and it presents four key characteristics of process science. Process science (1) puts processes in the center of interest, (2) scientifically investigates processes (3) embraces perspectives of multiple disciplines, and (4) aims to influence and change processes for the sake of creating impact.
A set of questions will be derived to further guide the development of process science as it is in the making. It will be exciting to discuss these questions further together with the esteemed audience of the seminar.

The report presents featured results of the project “Assessment of the Covid-19 Pandemic Impact on the Sectors of Russia’s Economy and the Post-Crisis Development”, which was jointly implemented by HSE University and the Russian Union of Industrialists and Entrepreneurs (RSPP). The project was implemented from July 2020 until May 2021 thanks to the joint efforts of the following three institutions: the Institute for Industrial and Market Studies, the Centre for Industrial Policy Studies, and the Development Centre Institute. The analysis was based on micro-level data (in-depth interviews), macro- and sectoral statistics. In turn, the report focuses on the structural features of a number of sectors of Russia’s economy, in particular, the automotive industry, chemicals, pharmaceuticals, and trade, as well as the particular aspects of their organization and problems in their development. Furthermore, trends in post-crisis development were assessed with respect to the impact of the crisis on companies, as well as inconsistencies in the impact of the crisis on economic development have been discussed. In regards to economic policy, the report offers conclusions and suggests possible options for the development of applicable regulations. In conclusion, the author briefly discusses the methodological approach to respective industry cases, as well as the conditions and limitations for their application.

Antitrust is a field of economic policy whereby the protection of competition is conceptually different from economic regulation. However, the relationship between the goals of antitrust and the criteria for its achievement features prerequisites for the substitution of related concepts and crawling economic regulation. The absence of reliable barriers (e.g., terms of usual standards of economic analysis) results in the emergence of “chimeras”, which are unusual and inexplicable in terms of the theory of market organization in terms of the antimonopoly body’s influence on economic processes. The characteristics of the Russian antitrust policy are demonstrated by citing the example applicable collective dominance standards and approaches to regulations for bilateral monopolies. The characteristics of competing approaches in economic discourse, i.e. Pigouvianism, Coaseanism, and liberal fundamentalism, are described in order to address issues dealing with the sufficiency of grounds for introducing, strengthening or eliminating state regulation. The prospects for promoting Pigouvianism and Coaseanism with respect to political decision-making in the context of values, contemplating compensatory transactions and the balance of supply and demand have been analyzed.

The protection of intellectual property is one of the important tools for regulating the market economy in the modern era. In the post-Soviet period, the main focus in the field of intellectual property in Russia was on the full protection and meeting interests of the rights holders, especially transnational corporations. The interests of developing national businesses, along with balancing the interests of rights holders and users of intellectual property objects, were on the periphery of the legislation. This protective bias has manifested itself in such strategies as prohibiting parallel imports, not using the institution of compulsory licensing, introducing "antimonopoly immunities" for intellectual rights, etc.
In the context of a large-scale economic blockade imposed on Russia by Western countries, as well as voluntary sanctions on the part of the leading transnational corporations, this protective bias no longer only imposes constraints on the development of the national economy, but also multiplies effects of the sanctions pressure.
At the same time, the discussion about refusing to protect the intellectual property rights of the Western rights holders sometimes takes on extreme forms. There are calls for ignoring all intellectual property rights in this country, which could lead to a gross violation of international agreements and, most importantly, entail unpredictable consequences for the development of the Russian market after the acute phase of the economic blockade is over. At the same time, existing international treaties permit to apply measures for protecting national interests and stimulating economic development processes by easing the protection of intellectual property rights of foreign rights holders without completely refusing from the protection of intellectual property. Such measures include the full-fledged legalization of parallel imports, the intensification of compulsory licensing tools, and a waiver of “antimonopoly immunities”, etc.
In the context of continuing cooperation with the BRICS countries, it becomes crucial to build even most extraordinary mechanisms for protecting national interests in the face of sanctions, taking into account the global legal architecture that has been developed in the field of intellectual property rights. Participants of this panel session will discuss ways to respond to the sanctions pressure, taking into account the above-mentioned mechanisms.

The pressure of financial institutions, regulators and today’s consumers demand enhanced environmental, social and corporate responsibility on the part of corporations, which will, in turn, promote further ESG-transformation of the global economy. During this roundtable, we will discuss a report prepared by HSE University “ESG: Three Letters That Change the World”, covering such topics as best Russian practices, dilemmas surrounding the ESG agenda, and practices for involving SMEs in ESG approaches, as well as share our opinions on international ESG practices and cases of corporate sustainable development.
