"Economic analysis of transactions management forms in the state sector on the example of the Ministry for Economic Development and Trade of the Russian Federation" (Russian)
Pierre Lubek is a General Inspector of Finance in France. He is a former vice -President of the Committee of 'inspecteurs généraux des finances ' and president of the Inter -ministerial Committee of audit programmes of the LOLF (new French finance law regulating the preparation of the national budget), representing the Ministry of Economy, Finance and Industry.
He is a graduate of the business school HEC (1964), has a degree in economics (1966), a diploma from the Institute of Political Studies in Paris (1966) and is a former student of the French school of national administration ENA (1970). He began his carer with the 'Inspection générale des finances' (1970-74). After five years with the "Commissariat du Plan", he moved on to the SNCF (French national railways company), where he held several management positions including Director for Normandy aerea (1981 -83) and, between 1986 and 1995, that of Finance Director and later as Budget and Finance Director.
In this role, he also held a number of international responsibilities: President of the Finance Committee of the International Union of Railways (UIC), of the Budget and Accounts Commission of the UIC and of the Railway Central Clearing Office . He was at the same time Chairman of 'La Vie du Rail' and member of the Board of numerous subsidiaries of the rail group.

"Cultural value orientations: nature and implications of national differences"
Shalom Schwartz is Emeritus Professor of Psychology at the Hebrew University in Jerusalem. He is immediate past president of the International Association for Cross-Cultural Psychology and a fellow of the American Psychological Association. He has published books and articles in social psychology, cross-cultural psychology, political psychology, sociology, education, law, and economics. The State of Israel recently awarded him its most prestigious civilian prize for his career research in psychology.
Schwartz's theory of a near-universal structure of relations of conflict and congruence among basic human values has been validated in research in over 75 countries. He examines how individuals' values influence attitudes and behavior, (e.g., cooperation/competition, attitudes to immigrants, religiosity, leadership, political choice, adopting innovations, social involvement). He also studies relations of values to self-constructs (e.g., subjective well-being, identification, personality, interpersonal problems). In addition, he studies value development and socialization in the family.
His work on culture specifies and validates seven value orientations which he uses to map the distinctive cultures of 74 nations around the world and to identify 8 world cultural regions. This research examines reciprocal influences of the cultural value orientations of nations on social structural variables (e.g., socioeconomic level, democracy, market systems, family size), historical sources of cultural differences, relations of culture to social policy, and cultural influences on individual behavior within societies (e.g., managers' decision-making, corporate governance, corruption).

- In November 2007 the Federal Antimonopoly Service (FAS) was made responsible for competitive policy on the electric power market. Will the new antimonopoly law help to ensure the competitiveness of the electric power market?
- Although there have been difficulties, the liberalisation of pricing in regulated markets is continuing. The possibility of competition has arose, but so has the possibility of its limitation. What is the role of FAS, when most lawsuits against Gazprom have been lost?

"The role of Russia in the world economy"
Dale Jorgenson is the Samuel W. Morris University Professor at Harvard University. He has a distinction on pure economic theory (costs of capital, economic growth, investments and consumption theory) and applied economics and statistics (investments functions models with distributed lags, economic growth models with inter-industries interactions) became classics. His quantity analysis of the tax burden on economic growth in the United States were taken into account for the elaboration of tax reforms of 1980-s. In last decades he is working on the problem of influence of IT technologies on economic growth in the world economy. He is a scientific advisor of the KLEMS project of international comparisons of productivity at the level of industries (www.euklems.org).
Dale Jorgenson has been distinguished by many awards, including the prestigious John Bates Clark Medal of the American Economic Association (1971). The medal is awarded every two years to an economist under forty for excellence in economic research. He is an honored professor of seven universities. He was elected by the president of Econometric society (1987) and the American Economic Association (2000). He collaborated as an editor in Review of Economics and Statistics, Quarterly Journal of Economics, American Economic Review, Review of Economic Studies, Journal of the American Statistical Association, Bell Journal of Economics.
He is an author and co-author of 246 articles in economics and thirty two books.

Richard Newfarmer is the World Bank's Special Representative to the UN and the WTO in Geneva. He has been lead author of Global Economic Prospects 2007, among other major World Bank reports. He recently edited Trade, Doha and Development and has published articles in the Journal of World Trade, Cambridge Journal of Economics, Journal of Development Economics and Foreign Policy. He has had extensive experience in China, East Asia and Latin America within the World Bank. He is currently serving on The WTO's Advisory Committee for Aid for Trade, and has in the past worked on advisory committees for the Commission on Environment Cooperation for NAFTA and the Center for Global Development.
